Governments at all levels have used lotteries to raise money for public projects, including roads, libraries, colleges, canals and churches. In the United States, Benjamin Franklin’s 1776 attempt to hold a lottery for cannons to defend Philadelphia against the British was unsuccessful, but private lotteries were common and helped fund several American colleges.

Lottery popularity is often linked to a state government’s perceived financial health and the possibility of funding needed public programs through its profits. This argument is especially effective during periods of economic stress. However, studies have shown that the objective fiscal condition of a state does not have much influence on whether or when it adopts a lottery.

Critics charge that lottery advertising is deceptive and tends to exaggerate the odds of winning. They also point out that lotteries tend to draw players from middle-income neighborhoods, with far fewer participants from low-income areas. They also argue that lotteries benefit certain interest groups such as convenience store operators, lottery suppliers (heavy contributions to state political campaigns are reported); teachers in states where lottery revenues are earmarked for education; and state legislators, who quickly become accustomed to the extra revenue. Other critics have a more general dislike of gambling, and the way in which it undermines responsible consumption.
